My taskbar no longer auto-hides even after repeatedly
setting that option under properties. Also noticed that,
when the taskbar did auto-hide earlier, that it displayed
for quite a long time in Outlook when connecting to
receive emails - its presence constantly hides the most
recently received message since I prefer to sort A-Z on
Received.
Any ideas?

you logoff -> restart.
