Problem moving dual monitor icons to match physical layout

PROBLEM: After moving dual monitor icons to match the physical layout of my
monitors, I reboot the PC, but the monitor layout goes back to the old
configuration.

QUESTION: Is there a registry setting that can permanently fix the monitor
layout?  

BACKGROUND: You may ask - 'why must the monitors be in that configuration?'.
Answer - the Norwood tuner card only allows the TV to be displayed on the
primary monitor, and I want the TV to be on the right hand side.  The right
hand side only has room for the LCD monitor (KDS).  Therefore, I want the LCD
as primary monitor (1) on the right, and the CRT (Samtron) as secondary (2)
on the left.   (I resurrected this old PC after rebuilding my newer PC with
MediaCenter2005 for the living room big screen.)

SPECS: XP Pro SP2, PIII 700, 1.3 GB RAM, Shuttle AV 18 E motherboard, ATI
Radeon 7000 AGP dual VGA card w/latest driver.

right click on desk top and look for a LOCK "or similar" setting for the icons.
