Language Bar is left-justified, hiding all other toolbars

Hi,
Has anyone seen the Language Bar suddenly left-justified on the Task Bar
(after logging in), such that it's next to the Start button, and all other
toolbars have been hidden in between the Start button and the Language Bar?
This odd behaviour occurs infrequently, but when it does occur, the user has
to drag out the toolbars one-at-a-time just to make them visible.

Have the user lock the toolbars once set.
