Stop menu and favorites alphabetical sort

I like to organise my program menus and favorites in non alphabetical order.
Each time I restart my pc they go back to alphabetical order. How do you
stop
XP and IE 7 from sorting menus and favorites in alphabetical order? Thanks.

See if line 54 (right hand side helps) Save Settings on Exit
