I am having a person form france come and stay with me
for a few weeks. He would like to use my computer, is it
possible to set up just one of the useraccounts so that
all the os and dialog boxes, etc. are in French but leave
the rest of the system alone.

No, each version of Windows XP is language specific.
You cannot change Windows XP from one language
to another.

An option would be to install another copy of XP on a different partition
with a French language user interface. I've done it before (with another
language, not French) and it worked slick. Delete the partition when your
visitor leaves.
