Not Booting

My buddy gave me his computer to look at, cause it's not booting...Plus, it
beeps like an English cop car, even after it gets turned off...I took out
the CPU to see if it was fried, but it looks fine...

My guess would be a mobo problem, but I was wondering if anyone knew what
else I could check...

UK cop cars don't beep, they... :-)

Any error messages when trying to boot and how many 'beeps' when trying to
boot?

It doesn't Post, and the monitor is blank...

Two long ones...The beeping is kinda like a long beep, followed by a long
boop...

Nope, no BIOS, no POST, nada...

I power it up, then it just starts beeping after 2 seconds or so, then it
shuts itself off, all the while the beeping continues...
