I have had to format & reinstall windows after a virus, but my video
controller isn't wrorking, this is causes the screen to
scroll/re-draw/refresh incredibly slowly
In device manager I have the 'error' mark over Video Controller (VGA
compatible), and in the Properties I get:
The drivers for this device are not installed. (Code 28)
To reinstall the drivers for this device, click Reinstall Driver.
Whatever I've tried to do it won't install, I've also tried downloading the
driver from Via Tech website, but this hasn't cured it
The slow redraw is almost making my PC unusable

Did you reinstall the chipset drivers before trying to install the video
drivers?

Try installing updated drivers from here

Also make sure you've installed the appropriate chipset drivers first.

Windows XP will recognize Via chipsets and install the proper drivers.
However, the Via AGP driver must be installed before the video card
drivers. You will have to uninstall the video card drivers, install the
Via AGP driver, and then install the video card drivers. You can obtain
the latest Via 4-in-1 drivers from Viaarena.com. Install only the AGP
driver.
