can't format

I can play dvds, install programs, and read data saved on disk from another
computer but my computer won't let me format a cdrw.  Keep getting "general
failure" message.

Read up, you most likely need a third party burning app.

First thing is to check to see if you really have a DVD/CD-RW combo drive or a
DVD RW drive.  DVD Rom drive all do what you describe but will not let you
write to any disc types.
