56K V.92 USB Modem problem

I bought a refurbished Dell Latitude C610 to replace my IBM thinkpad
which stopped working.  I found out that the PCI modem in the Dell has
a problem and I have not been able to find a driver to work with it so
I bought a Best Data 56K V.92 USB modem.  I plugged it in, installed
the driver and it shows up in the control panel under modems as being
installed correctly.  When I try to log into my ISP, however, it will
hear a dial tone but will not dial out but makes a terrible rasping
sound instead, then I can hear the operator asking me to hang up the
phone through the speakers.  I have done everything I can think of,
checked all of the settings but it still does the same thing on this
laptop.  I took the first modem back because of this and replaced it
but it does the same thing so I tried it on my desk top computer at
home and it worked just fine.  Does anyone know what would cause this?

If you can hear the operator, then you have the wrong access number. Go
to your ISP's website and look up the access numbers for your area.
Also check that you have the correct settings regarding Area Code
dialing.

With many IPS you would hear the click of the modem going "off hook",
the dial tone, modem tones (should be able to count them), a pause,
Carrier tones from ISP's modem (MAY change frerquency). Modems should
sync up and go quiet during carrier tones. If modems don't sync up will
sometimes hear an odd ping (reminds me of old submarine movies) followed
by more carrier tones. If modems still don't sync up the ISP's modem
might hang up and you get the phone company's "If you'd like to place a
call..." recording.

Need more information about the "rasping sound". Is it preceded by ANY
sounds resembling those made when you uses your telephone's touchpad? Or
is it the modem tones from the ISP? Does the "rasping sound" change
before it stops? Is the "rasping sound" several groups of rapid sounds?

Listen carefully for a click when the modem takes the line "off hook" or
hangs up. Does the modem make the same sound repeatedly when you try to
dial in?

What does the automated "operator" message say?

Setting to choose tone or rotary dial amoung those checked?

Certain ISP dialup number is correct?

Telephone line static free during voice calls?

His "Raspy sound" is normal to hear during speed negotiation using a 56k
modem.
