Bluetooth control panel (bthprops.cpl) not present

The MS support site suggests running bthprops.cpl to detect my Bluetooth
dongle. The problem is that running bthprops.cpl results in nothing happening
and no Bluetooth control panel appears before or after running my Belkin
installation software. Using XP Pro sp2. Any tips? FYI, the device works fine
under WinME.
