WIN XP Pro (WXPp) doesn't see my on-board circuits (audio, modem, LAN, etc.).
Is this WXPp rejecting them because they don't meet WIN hardware specs, or
it is something to do with Dell?

You need to download the Dell Windows XP hardware drivers
directly from Dell.

Please visit: http://support.dell.com/support/downloads/index.aspx?~ck=mn

Also, install Dell Support 3 software
http://support.dell.com/support/topics/global.aspx/support/en/dellsupport30?c=us
