I was wondering if I can partition my hard drive without formatting it. I was
going to install Windows 98 on my computer to run an old program. Thanks.

You's need 3rd party software...
Additionally, to install Win98 as a 2nd OS along with XP is quite tricky...
Win98 should have been installed first.

Then there's the issue of hardware...
win98 may not even run on your machine...
(or unavalable drivers)

Try running your old apps using win98 compatability
on your present XP system...they may work fine

You could go the route of installing Microsoft Virtual PC (freeware) and
then install Win98(or other OS) and games onto a virtual drive. Less of a
PITA than dual booting, IMO. Might not work for you but costs nothing to
try.
