can't enable external hard drive

This is a maxtor usb drive (1.5 TB).  It shows up in device manager, and
in my computer > manage > disk management.  You can set it to an active
partition, and you can give it a drive letter.  But then when you try to
format it (it's apparently currently in mac format), it says that it
can't because the drive is not enabled, and to restart to enable the
drive.  But then you restart and the drive does not enable.

The size of the drive is shown in disk management, so I'm assuming that
there aren't any problems with the drive being over the limit.
Wondering if I might need to upgrade the BIOS or something.

You can also see the drive in DOS.  I was tempted to try FDISK on it,
but my knowledge is pretty sparse.  I need to format it to NTFS, and I'm
not sure that's an option in FDISK.

I have another maxtor, a 2nd internal drive that wouldn't install, that
I ended up using some kind of 3rd party shareware to get it to work.
Can't remember the name of the software, though.

Have you tried/used Maxtor's diagnostic software 'MaxBlast' to setup and
format the drive.
