Webcam stalls XP boot up

I Have a Biostar K8M800 MB with an AMD Athlon processor that I just built.  
XP boots up perfectly and runs just fine, however, if I have my Microsoft
Webcam plugged into my USB port when I boot up the computer, The boot up
sequence gets as far as showing the  Windows start up screen and never gets
any farther than that.  If I unplug the webcam and reboot, everything is fine.

I can plug the webcam into the USB port once windows is running and I don't
have any problems.  It's only at startup.

Any ideas as to what is causing this problem.

It could be that your BIOS (Biostar MB) might be confused with the
Webcam since it might have a setting for "USB legacy" support.  This
is usually required for USB keybaord / mouse access to thew BIOS
screens but I have noticed that sometimes the BIOS can not understand
any other device correctly.
