Greetings Mike,
You've covered most of the normal solutions, however, you might try turning off the QoS
Packet Scheduler. To do so, click Start, then click the Control Panel. If you're in category
view click Network and Internet connections then click Network Connections. Right click your
network/internet connection, then click Properties. Uncheck the QoS Packet Scheduler, then
reboot and try again..

Hi Jonathan,
Thank you for your reply. I can't seem to be able to turn
off the QoS Packet Scheduler. The box is grey and i can't
uncheck it. Did i miss out some settings elsewhere? Pls
advise. Thank you.
