Hello
When I check for my emails in OE WM automatically starts, too
In OE Tools--->Windows Messenger is not active, greyed out
How can I turn of the automatical start

To stop this behavior, close Outlook Express, then download and run this .reg file:
http://messenger.jonathankay.com/downloads/stopmessenger_oe.reg

what exactly does this download do? and are you connected
to the Microsoft company itself or are you an independent
expert?  just curious.

Why doesn't MS fix this annoying problem, if so many
people are complaining about it?
