Greetings Bill,

The next service pack for Windows XP actually adds a pop-up blocker to Internet Explorer, so
this functionality will be "built-in" in the near future.  If you're the adventurous type,
you can actually download the release candidate 1 build to try it out:
http://www.microsoft.com/technet/prodtechnol/winxppro/sp2preview.mspx

However, until this is available, you can simply use something like the Google Toolbar in
order to remove these:
http://toolbar.google.com

As well, you should probably scan your system using Adaware or Spybot for so-called "ad ware"
or other malware which may be popping up these as well:
http://www.lavasoft.de/support/download,
http://spybot.eon.net.au/index.php?lang=en&page=download respectively).
