NO TABS ON Windows Messenger 5.0

I tried to activate tabs in Win Messenger 5.0 to use it with live
communication server 2003 but i can't.
I had some registry keys like "Taburl" pointing to an XML page but no tabs
appear.

PLEASE HELP ME !!!
