Video Effect on multiple pictures/videos

Is there a way to apply a video effect (Fade Out) to multiple pictures/videos
without having to select each clip individually?

I've tried multiple select in Timeline and Storyboard, but the video effects
are disabled. Are there any work arounds or "tricks" to accomplish this...

I have Movie Maker 2.0.3

use the storyboard view to select the range of clips you want to apply it
to... then select effect in the collection > a right mouse click > Add to
Storyboard (Control D)....  it should be on all the selected clips
