Changing Transition Duration for entire movie

Is there a way I can change the transition duration for each transition in
the entire movie without dragging the transition in the timeline??  I want
each transition to be one second, and currently they are each a half-second.  
I have changed the transition duration under "Tools" then "Options" to one
second, however it is not applying to my movie.

Any help would be appreciated...I'm making this video as a gift for a friend
and I need it complete by Sunday!

You cannot globally adjust the duration but
there's one thing you could try...

Go to...Storyboard view...

Select all the pictures...(Edit / Select All)

Go to...Video Effects...right click "Slow Down Half"...
choose...Add to storyboard.

This should globally double the duration to 1 second.

Try restarting Movie Maker!
