Intentionally Blurring a Clip

I would like to Slow Down and Blur a clip. I want to shoot my two nephews
walking toward me and have the clip blurred to the point that you cant make
out what it is and then cut away to stills then come back to the shot as it
comes into focus. Can that be done, or does that have to be done all in the
camera? I think the last part will have to be done in the camera but that a
clip that is blurry to out of focus can be done in WMM. I just cant figure it
out. Before you ask I did add Blur to the Clip 6 times (the max) and it didnt
make it blurry enough. Thanks in advance.

Okay...blur it 6 times...save it as a movie file...
re-import it...blur it 6 more times...etc...etc...

And you can split the video clip anywhere you
like and insert stills...
