When i try to play songs on my mp3 player it says the device must be
re-formatted but when I try to re-format in "my computer" it says that the
formatting could not be completed. I've also tried to use the dos string
"format drive/FS:FAT/V:label" but when it gets to 100% completion its stops
and my player is still not formatted

Hard to tell without knowing even what player you're talking about.
Suggest you check the manufacturer's website.

Recommend you do not format the MP3 player when it is connected to
your PC.  Most MP3 players will become inoperable that way.  Use the
built in Formatter in the Menu, depending on what type of player you have.
Or just delete only the music files thereon.  There's also a *.dat file and
if
that file is deleted it will no longer operate.
