Do I have to Delete everything?!?!?

I have deleted some files to free up disk space, did disk clean up and
deleted some cookies but now the internet is really slow. i think I got rid
of something important for the internet. I have an external stand alone modem
dsl and it works fine. Some graphics don't work and it is creep slow. I have
installed flash, realplayer and quick time to help with the videos and
sound....Can you help? One person told me to press F11 to do a system restart
to wipe everything and start over. Is this plausable? Please help me I work
at home and have no one to help me out.
also....I get pop ups from my PCcillin software telling me that my network
configeration is messed up and I also get pop ups saying my IE plug ins are
wrong. What does this mean? ha ha

I would post to a general Windows/Internet Browser newsgroup rather than one
