getting MP3 metadata into file pop up descriptions in explorer

I have two similar XP Pro systems.  I have the same folder of mp3 files
on both.  On one of the systems, if I hover over the file in windows
explorer, I get a pop-up description that is very detailed and seems to
include a lot of the ID3 information.  On the other system, if I hover
over a file in explorer, I just see basic file info (the same as for any
file).

I don't remember what I did (if indeed I did anything) to get the first
system to behave that way.  How do I make the second system behave that way?

Maybe the tags on the second system are not included in the mp3 files ?
