is it possible to set up a network with a windows me computer as the host and windows xp as the users??

Yes, although if it were up to me I'd do it the other way around. :-)

with home/workgroup networks.

Won't make any difference in this case - WinXP Home can be used on a
workgroup, and the OP isn't talking about using it as the host "server"
computer anyway.
