Dial-up access

Hello:

I have a PC with Windows XP SP2, How I can do so that a Dial-up access is
connected automatically from any program and not from Internet Explorer and
Outlook Express only?

Internet Options in the Control Panel, under the Connections tab, select
AUTOMATICALLY DIAL

It is selected and even so it does not dial automatically. It only dial
automatically if Internet Explorer or Outlook Express begins, but not from
any other program like the MSN Messenger.
