Flushing the ARP cache

I'm encountering an error flushing the ARP cache when I try to repair
my connection.  The strange thing is that when I click on details I
can see IP address, DNS servers, DHCP server,etc... only thing that
might be missing is the WINS server.  No entry it seems.
Under network connections by internet connection is enabled but no
incoming connections (not sure there should be!).
I'm able to download Windows updates and perform some other funtions
but I can't logon the internet using IE.  I also tried another browser
(Firefox) and it also doesn't work.
I've tried everything to flip my settings.  I've also tried my
wireless card and connecting directly to the router.  Same error on
both devives when trying a repair.
I've also flushed the arp cache from the command line using arp -d,
and then arp -a to check it afterwards.  Still I'm not able to get to
the internet through IE.

I did see some articles that mentioned my services setting could cause
this, but which one?  I have the following services are listed: DNS,
FTP, HTTP, msmsgs (192 -many entries, POP3, SMTP.

I've also tried the network setup wizard, this hasn't helped either.

I can deal with settings and windows configurations but I'm a novice
when it comes the networking.  Please help.

My computer:
Windows XP SP1
fully up-to-date with windows patches

Any suggestions would be welcome.

Does "ipconfig /renew" work for you.   And by work I mean give you a valid
IP address that does not start with 169.254?

The arp cache things is probably symptom and not a cause.

I'm away from my home office right now but....
I believe it does from my home network and I think my IP starts with
169.254 or something similar.  I use a linksys wireless server.  Other
computers on my network work fine.  I do notice there isn't a WINS
server specified.

Today (and the rest of the week) I'm at a client.  Here (at client) I
get an error renewing the IP address despite the fact I can see an IP,
DNS & WINS server by viewing statue.  Their IP assigned to me
dynamically starts with something totally different than you mention.

Thanks Ken for your efforts.

I was able to fix the problem by using someone's suggestion regarding
a corrupt winsock.
I found the fix by searching through google under 'winsock fix'.
I applied the winsock fix and everything works perfect now!
