I am trying to connect my computer (windows xp) to my parents computer
(windows 98) We have the cable and network card which is all good. Both
computers are connect by the cable and we have set up it correctly but it
keeps coming up on my computer (w-xp) that the other computers cable is "not
plugged in" which it is, both cable are plugged in fine and both green lights
are on.
Do you know what I have done wrong and how I can fix it?

Are you using a tested, cross-over Ethernet cable?

There are two lights on each NIC.  Are you seeing one light on each NIC on, or
both lights on one NIC?
