I don't believe Network Monitor ships with Windows XP, only with server
operating systems.

Got me - and in any case this utility only captures packets, you'd still
need a Server copy of Windows to load and analyze the packets captured.

Windows 95, 98, ME, NT, 2000 and XP.
Packetyzer is distributed together with winpcap and Ethereal.
