error 678

Hi all,
I've got a NB3 Netcomm ethernet/usb modem, which was working fine until
recently.
I was connecting via ethernet.
Now when i try to connect i get the message: "connecting WAN miniport
PPPoe..."
after about 10-15 seconds i get the error message: "error 678 - remote
computer did not respond"
All lights on the modem are on indicating power and connection are working.
In network connections, the icon for broadband 'WAN miniport" says
"disconnected" and is greyed out.
I have deleted all conections and starting again in the  network connection
wizard
I have reset the modem
I have uninstalled the nic in device manager & reinstalled
talked and talked with my isp
nothing!!
I know you've probably had this question many times but i need help

Error 678 is connection issue.If you have setup the modem, you may contact the ISP.

Thanks Robert L, but as i indicated before, have contacted my ISP a number of
times without success.
would a system restore work?
any other ideas would be appreciated.
