We have all windows xp pro sp2 clients on our network/domain. Our domain
controllers are all Windows 2003 SP1 running DNS active directory, we are not
running WINS at all. Currently we are setting the Computer Browser service
to manual but something seems to be kicking it off on certain machines.
Creating numerous Event ID 7036 and 7035 in our system log - it seems that
the Computer Browser goes into a starting mode and then it stops.
My question is can we disable the Computer Browser service? What impact
on the clients will this have?

Eric,
Microsoft recommendation is to have one browser server (computer running as a
browser) for every 32 clients. Most domains have enough actual servers, so no
clients need to run as browsers. It's possible that you don't have enough
servers, and the domain controller is directing these computers to run as
browsers.
