slow modem speed

My brand new Dell with intel(R) 537EP V9x DF PCI modem always logs onto my
copper wire (cable not available here) ISP at 28.8 kbps.  The same phone line
unplugged from the Dell and plugged into my 3 year old emachine logs on at
from about 33 to 44 kbps. How do I get my Dell to log on faster?
