Can Intranet traffic be blocked from reaching Internet?

We have a PC at work with two NICs. One NIC is attached to our LAN and
the other NIC is attached to a test instrument. Often, the users will
need to detach the instrument's connection, but they forget to quit out
of the controlling software. This results in our LAN being flooded with
connection attempts from the PC's LAN address to the private IP address
assigned to the instrument (192.168.x.y);

I'm not sure Windows is the "issue" here.  Other than the obvious issue of
user-error, the software seems to be a problem.  It would be the same if
someone had a virus or some spyware that was hammering the network for
resources and/or a way out.  Does the software vender have a way to
"time-out" the app and close it down after it's not been used for a few
minutes?  Other if not, I'd run a scheduled task with TASKKILL.EXE and have
it run every hour or so.
