problem when connecting P2P

Applications Limewire and DC++ won't connect to net, although they are
allowed to connect in Windows Firewall!

The Windows firewall doesn't block outbound connections. If you have a third
party antivirus/security suite on there, perhaps that's doing it.

The problem with no P2P connection ramains even if i turn off all firewalls
and antivirus programs. Recently i had a new installation of Windows with
SP2, and i tried P2P application but without success.
