I have a client that will be traveling from the U.S. to China this
summer. He wants to know if he can take his notebook to check his
email. Anybody have any experience with this/know how to do it?

This is not a Windows topic so this is "off topic."

I am not sure how China will permit Internet access but reports have
suggested that the governement "filters" everything thorough proxies.

There's no way for us to answer that - we don't know where he'll be, or what
he's trying to access, and from what network. Unless you know someone who
has recently done the same thing (so you can ask him/her), this is going to
be a "try it and see" kind of thing.

This is not a Windows specific issue, but involves many topic areas.  I'd
suggest a general experts forum, like DSLR Forums Networking, where many helpers
with a wide range of backgrounds can help you.

Paranoia is not a problem, when it's a normal response from experience.

I was here last year. In most cases, he should be fine. I could check yahoo
email, mvps.org email and my company's OWA. The problem I had is slow issue.
What I did is VPN back to my office in USA and do whatever I do here.

If the client gets regular internet access, *checking* mail should be fine.

However, as he will be away from his "home" network, if he's using a client
like Outlook, OE, Thunderbird, etc, SMPT mail and an outgoing mail server on
Port 25, he won't be able to *send*.    Web clients won't have this
limitation.

If that's the case, get a 3rd party SMTP account, such as gmail, that
doesn't use Port 25, and use that as the sending server.   This will just
end the problem.   Just be sure to adjust the "reply-to" addresses.
