WHEN I DISCOECT FROM INTERNET PC FREEZES AND STATIC TAB APPERS JUST ABOVE THE
START BUTTON HAVE TO RESTART PC.

First, do not post in upper case. In netiquette it is considered as shouting,
very rude and hard to read. Next, your PC is not properly grounded. Buy a
$10 surge protector and use it.
