For what you want, any low end PC would be just fine. Make certain that the
computer comes "with" an operating system - Windows, if that is what you are
familiar with. Many low end systems now come with Linux - not a beginners
O/S. It's your choice.
The problem is, people advance yet their low end PC can not be upgraded due
to hardware deficiencies, disk space etc.

I'm familiar with these $300 computer/moitor/printer packages. I
bought my son one last year.
Subtract about 20% from a Celeron in GHz to get a comparison the a
Pentium 4. You still have a heck of a goof computer - certainly more
than you need for the needs you mention.
Also there are similar packages with an AMD processor. Do not compare
GHz between an Intel processor and an AMD processor and figure it is
straight up. It's apples and oranges. For example an AMD Athlon 3200+
runs at 2.2 GHz. However AMD with the name (3200+) is more or less
saying "this is kind of the overall speed of an Intel 3 - 3.2 GHz P4".
The bargain AMD processor that you might see in one of these $300
packages would probably be a Sempron (maybe a Sempron 2800+), and is
not as "bad" vs an Athlon as a Celeron is vs a P4.
