According to me, check these two things and let us know, if they help:
1. Click Start - Run
2. Type SERVICES.MSC
3. Here in the right side pane check the "Fast User Switching Compatibility"
service. If it is set to disable then double-click on it. In the "Startup
Type" automatic or manual and also click the Start button.
If the "Use Fast User Switching" option under "Users" in Control Panel is
gray out. Then it could be because of "OffLine Files" is being enabled. To
disable them, goto Control Panel - Double Click Folder Options - Click
Offline Files tab and uncheck the option.

I went into SERVICES.MSC and changed my setting from manual to automatic but
still no change. When I go into Users the panel is not gray but when I click
the button to "Use Fast Switching" it will not stay clicked.

Yes I changed it from manual to automatic but it did not make any changes. I
also went into control oanel under users accounts and click on "Use Fast
Switching" but it will not stay clicked.

After setting it to automatic did u start the service ? else u will need to
reboot to start the service.
