I am unable to access user accounts on the control panel. I double click on
the icon and nothing happens. I need to change the password and add a user
but I am unable to. Can someone please help?

Click start/run, or hit the Winkey+r, then type CONTROL USERPASSWORDS and
click ok. See if this opens the applet for you.
