The CD might have the drivers for several different controllers/joysticks of
the gamepad and other game controllers, have you installed the hardware
correctly in Windows XP? Is it a USB device?
Firstly I would uninstall the driver, then un-plug the joystick, then
restart the machine, then reinstall the drivers correctly choosing the model
of joystick you have (the exact model), then restart the PC, and then when
Windows as reloaded, plug in the joystick, and this time is should detect it
and load the drivers. Hopefully then you'll be able to access the software
for the joystick including the calibration and tools utilities.
I wouldn't think it's the actual hardware causing the problem, more likely
the drivers have not been installed correctly. The updated drivers from
the manufacturer website might help too.

I would seek help in the makers web site and microsoft.public.games.
You are more likely to find someone using the exact same joystick/gamepad as
you are.
Good luck
