My Right click |  New command produces a menu which has become overrun with
file types from a dozen or so odd programs I've installed over the past
years.  Is there a central file or command from which I can delete and/or
add a file type?

TweakUI is an easy way to add, disable or delete "new" templates.

Where do you see that in TweakUI? It doesn't seem to be in my copy,
version 2.10.0.0.

Hi Stan,

That option shows up only if the current user is an administrator. This is because the "templates" are per-system settings.

In the past I've used TweakUI to remove entries.
Microsoft PowerToys for Windows XP
http://www.microsoft.com/windowsxp/downloads/powertoys/xppowertoys.mspx

Direct download of TweakUI
http://download.microsoft.com/download/f/c/a/fca6767b-9ed9-45a6-b352-839afb2a267
9/TweakUiPowertoySetup.exe

Once you've installed TweakUI go to Start -> All Programs ->
Powertoys for Windows XP and launch the program. In the left
hand column click on Templates. You can uncheck or delete
whatever you want removed.

Here are a few articles you may find helpful.

Add or remove entries in the New objects list (ShellNew)

Add items to the New menu (aka ShellNew entries)

Good luck
