what causes shortcuts to slow down?

Hello,

I am running winXP home on a sony vaio laptop.

I normally assign ctrl-alt shortcut keys to desktop icons for quick starting
of programs.

For some reason lately there is a huge time delay (like 10 seconds or so)
between the time that I press the hotkeys to the time the new window opens.

Is there anything that might be causing this?
