You may have a bad installation -
Read Sandi's notes regarding proper installation etc
http://msmvps.com/blogs/spywaresucks/archive/2006/10/18/182724.aspx

In case you need it -

If that hasn't helped, then for IE7 assistance, please post to

Have you tried getting onto the internet by another way like a previous
version of IE?

You may just have to release and renew your IP address. I'm not that
familiar with IE7 since I don't have it installed, but maybe since you
installed it IE7 requires the DHCP server to give out new IP's. In your case
your IP may still be set for IE6. Not really sure though.

Go to Start, Run, then type in cmd.exe. Once the Command Prompt pops up type
ipconfig /release, then once that is finished releasing the IP type ipconfig
/renew. This will release your Internet Protocol Address, then renew it.

Let me know if this was of any help,
Jason.
