My neighbor's Compaq series PP2140 notebook has problems. She turned the
power button off while it was running Windows Updates.
The PC would only boot into Safe Mode. It would not run updates or DL any
programs. After using Control Panel to remove some of the Windows Updates
and rebooting, it booted into normal mode.
But Control Panel has 4 icons with nothing next to them. After running all
the Windows updates and restarting, the Control Panel still has the same
look. Sometimes it will not open.
Files from Download.com will not download. The toolbar acts like it is
blocking the file.
Is there a way to Repair IE 6.x? Or what do you advise?

Simply repairing IE6 will in all probability do nothing. More than IE is
damaged. Because she turned the power off while the machine was doing
updates, the operating system is now in an unknown state. She should try:
1. Boot to Safe Mode and do a System Restore to before the incident.
2. If that doesn't help, she can try running the System File Checker.
Start>Run>sfc /scannow [enter]
Have a full XP install disk (same version as hers) on-hand.
3. If #1 and #2 don't work, she will need to do a Repair Install. You
will need a generic OEM XP install cd that matches her version (Home,
Pro, MCE) and Service Pack level.
Caveat: If she hasn't backed up her data and it is important, she should
retrieve the data first onto external media by booting some sort of
rescue system (Knoppix, Bart's PE) before any further attempts at repairs.
