And the third reason, which is a biggie:
3. Some news servers, including I think Supernews, will refuse to
store or transmit an article posted to a non-binary newsgroup if it
has an attachment. So a person who puts an attachment on an article
may drastically reduce the audience for even the text portion of the
article.
This was the background of my "can't", which I agree was an
oversimplification.

Not only that, but while you can attach to a post through a newsreader client, if
you are using the MS web forum interface, the attachment will be stripped out of the
posting before the post appears, at least that's the way it was the last time I
ventured into the (ugh) web interface.
