If I bought a used computer, the first thing I would do with it would
be to reinstall the operating system cleanly. You have no idea how the
computer has been maintained, what has been installed incorrectly,
what is missing, what viruses and spyware there may be, etc. I
wouldn't want to live with somebody else's mistakes and problems,
possibility of kiddie porn, etc., and I wouldn't recommend that anyone
else do either.
That goes double for something bought on eBay/
But if you just want to change the "Registered to" name, you can do so
by editing HKLM\Software\Microsoft\Windows NT\Current
Version\RegisteredOwner with Regedit.

Ken is it..? Mmmmm.., well I thought this was a "new" users group,so I
thought I'd start here. Well, thanks for all the verbiage on who should buy
what from whom, but the advice per changing something using the regedit
didn't do squat..!! Anybody else out there what to "help"..?

the object is to create 2 new users both with admin privileges...lets say
userXX and UserB.
restart and log in as userB
then right click MyComputer...properties..advanced...user
profiles...settings
hilight the "owner" and click copy to
find userXX under C:\documents and settings
copy owner to userXX...ok your way out
restart and log in as userXX...........all of the settings etc should now be
the same as Owner
you can now delete userB
