can't  delete files sometimes

Some times I want to delete files,but I get this message"cannot delete
this file it is being used by another person or program".I pull up task
manager and usually I don't see any programs running using this file.I
then reboot the computer and now I can delete the file.Any ideas? THNX

The files you are trying to delete are probably from a program hooked into
the Windows graphical user interface (explorer.exe) which is always running
while you are in Regular Mode in Windows. That's why a reboot releases
them. Or if they are .avi files, this is a known issue with XP.

it is very possible because of POOR programming that the file was not released when the program using it exited.

reboot and try again or boot to safe mode adn do it.

Something did not take their claws out if it - poor programming possibly.
