When you use a picture as your desktop background, it *must* be stored someplace on your hard drive. So yes, you can find and save that picture elsewhere if you want. If you used IE to "Set as Background", it stores it as "Internet Explorer Wallpaper.bmp". Paint stores it as Wallpaper.bmp I believe. Netscape uses "Netscape Wallpaper.bmp" for the name.
