User Account Not working

Ok im new to this whole thing and im new the the newsgroups but I bought a used computer that had windows xp home on it and when i went to open the user account management under the control panel nothing happens and i cant change the users on the computer can anyone help me out

Try typing in Start Run
control userpasswords
and
control userpasswords2

Hi,

You must be logged on as administrator or with an account with administrator
priviledges to make changes in the users applet. For the default admin
account, restart in safe mode (hit F8 at boot) and it will appear as one of
the logon options.
