My task manager has disappered not just been disabled

I recently went thtrough a problem with a rogue program that I thought in
time before it did damage but since I removed it and it's files I have lost
the ability to get the task manager to pop-up with ALT+CTRL+DEL and I tried
the things on here but I don't get errors I just get nothing, just the
desktop same as it was before. The program was  Vineyard 1.0.zip and yes I
have nortons and spybotSD with teatimer  and MSDefender and Spyware Blaster
and I have them running and have done the Trend Micro home Scan/Sweep/Removal
and then after I did that the task manager still won't run. Could I have
accidently removed it's file by mistake or could that program messed with the
registry and I just know how to fix that.

 Go to C:\Windows\System32 Folder.  Scroll down to taskmgr.exe. Double
click on it and if it works Ok, then rt click and
  choose Send to Desktop as Shortcut.
